Contoh 1: Bidang Renewable Energy Integration

Why did you choose your proposed course and institution?

Working as an electrical engineer in East Nusa Tenggara (NTT), I witness a paradox daily: my region has the highest solar irradiance in Indonesia, yet suffers from the lowest electrification ratio. While my undergraduate degree in Electrical Engineering gave me strong foundational knowledge, my current role at the regional utility board has exposed a gap in my expertise: the technical complexity of integrating intermittent renewable energy into an aging, unstable grid. To solve this, I require advanced knowledge in grid modernization and hybrid systems.

Therefore, I have chosen the Master of Engineering Science (Energy Systems) at the University of New South Wales (UNSW). UNSW is my top preference because of its specific research center, the Collaboration on Energy and Environmental Markets (CEEM). Unlike other programs that focus solely on technology, UNSW’s curriculum bridges the gap between engineering technicalities and energy market policy.

Specifically, I am eager to study under Professor John Fletcher, whose work on microgrid control techniques is directly applicable to the geography of NTT, which consists of many isolated islands. The course "Hybrid Energy Systems" will equip me with the skills to design stable off-grid systems, moving away from expensive diesel generators.

Furthermore, Australia is a global leader in distributed energy resources. Studying there offers me the unique opportunity to observe how Australia manages its high penetration of rooftop solar. I intend to learn how these operational protocols can be adapted to the Indonesian context. This degree is not just an academic pursuit; it is the missing technical link I need to lead the transition toward reliable, sustainable electricity in Eastern Indonesia.

Please propose how you will contribute to the solution of these challenges?

Upon returning to Indonesia, my immediate goal is to rejoin the regional utility board in NTT as a Senior Systems Planning Engineer. My primary objective is to solve the issue of grid instability caused by recent solar farm integrations.

Within the first year, I will initiate a pilot project to audit and upgrade the control systems of two existing microgrids in Sumba. Utilizing the technical skills gained from UNSW, I will implement a new load-balancing protocol to reduce blackouts by 20%. I will use this project to advocate for a shift from "capacity building" (simply adding more power) to "efficiency management" (smart grids).

In the medium term (3-5 years), I aim to collaborate with the local government to draft a "Renewable Integration Standard" for the province. Currently, private solar investors are hesitant to enter NTT due to unclear technical regulations. By adapting Australian grid codes I studied, I will help draft a clear technical guideline for Independent Power Producers (IPPs). This will lower the investment risk and accelerate the adoption of clean energy in the region.

Furthermore, I plan to bridge the gap between academia and industry. I will volunteer as a guest lecturer at the local state polytechnic in Kupang to share knowledge on hybrid energy systems. This is crucial because local engineering graduates often lack exposure to modern renewable technologies.

Ultimately, my goal aligns with Indonesia’s target of 23% renewable energy mix by 2025. By ensuring that NTT’s grid is technically capable of handling renewable inputs, I will contribute to providing reliable electricity to rural communities, which is the foundation for improved economic productivity and healthcare in Eastern Indonesia.

Contoh 2: Bidang Public Health

Why did you choose your proposed course and institution?

As a Nutrition Program Coordinator in West Sulawesi, a province with one of the highest stunting rates in Indonesia, I face a complex challenge. Despite sufficient government budget for supplementary food programs, stunting prevalence remains high. My field experience suggests the root cause is not a lack of resources, but ineffective communication strategies to change parental behavior regarding nutrition. My current educational background in clinical nutrition is insufficient to solve this systemic socio-behavioral issue.

To address this, I have chosen the Master of Public Health at the University of Melbourne, specializing in Health Promotion and Global Health. I specifically selected this university because of the Nossal Institute for Global Health, which is renowned for its research on health systems in the Asia-Pacific region.

I am particularly interested in the subject "Global Health Program Evaluation" taught by Professor Barbara McPake. This course is crucial for me to learn how to scientifically measure the impact of our local health interventions, a skill currently lacking in my department. Additionally, the university’s strong focus on "Indigenous Health" offers a unique perspective on engaging with traditional communities. I intend to learn how Australia creates culturally sensitive health campaigns for indigenous populations and adapt those frameworks to approach the traditional communities in rural Sulawesi.

Studying in Australia is strategic because Australia has successfully shifted from curative to preventative health models. Gaining exposure to this system will upgrade my capability to design evidence-based policies that can permanently reduce malnutrition, rather than just treating symptoms.

How have you contributed to solving a challenge and to implementing change or reform?

In 2021, during the COVID-19 vaccination drive, my district faced severe resistance due to widespread misinformation. Vaccination coverage for pregnant women are a high-risk group that stagnated at 15%. The standard approach of broadcasting messages through loudspeakers was ineffective and even caused panic.

Seeing this deadlock, I took the initiative to change our approach. I realized that in our close-knit community, trust is not placed in government officials, but in informal leaders. I organized a "Health Cadre Alliance" (Aliansi Kader Kesehatan), recruiting 30 influential women leaders from local religious groups and traditional markets, not just health workers.

My leadership was tested when internal staff resisted this idea, arguing it was outside our standard operating procedure. I convinced the Head of Department by presenting a small-scale pilot data showing a positive response from a single village. Once approved, I trained these community leaders to deliver vaccination messages using local cultural analogies rather than medical jargon.

I also introduced a door-to-door counseling approach rather than mass gatherings. I led the team to visit 50 households per week to listen to concerns directly.

The result was significant. Within three months, vaccination coverage for pregnant women in our working area rose from 15% to 65%, the highest increase in the province. This strategy was later adopted as a standard model for other health programs in the district. This experience taught me that effective leadership is not about enforcing rules, but about empathy, adaptability, and mobilizing community trust.

Please propose how you will contribute to the solution of these challenges?

My goal is to support Indonesia’s national target of reducing stunting prevalence to 14%. Upon completing my Master’s degree, I will return to the District Health Office in West Sulawesi with a revitalized strategy focusing on behavioral change rather than just logistical distribution.

In the short term (1-2 years), I will redesign the "Posyandu" (Integrated Healthcare Center) counseling guidelines. Using the health promotion frameworks learned at the University of Melbourne, I will replace the current one-way lecture method with interactive, culturally relevant counseling tools. I plan to pilot this new module in three sub-districts and measure the improvement in maternal nutritional knowledge.

In the medium term (3-5 years), I aim to advocate for a data-driven policy at the provincial level. I will propose a "Digital Nutrition Monitoring System" to replace manual reporting, ensuring real-time data on child growth. I will use the results from my pilot project to lobby the Regional Development Planning Agency (Bappeda) to allocate a budget for this digital transformation.

Furthermore, I will foster professional linkages by establishing a knowledge-sharing forum between local health workers and Australian public health experts I met during my studies. This will help maintain the standard of practice in my region.

Ultimately, my contribution will move our regional health strategy from a reactive approach to a preventative one, ensuring that children in Sulawesi have the cognitive and physical foundation to compete in Indonesia’s future workforce.
